Parameter placement in link structure?

I have changed my urls to look nice via ModRewrite. Now I'm looking to 301 all the old links to the new one. After going through my old links im finding that some of the parameters of the urls are backwards from others that resolve to the same page. Google has indexed both links.

http://www.site.com/page.php?pid=5&cid=4
vs.
http://www.site.com/page.php?cid=4&pid=5

My questions are,

1. Do i have to write separate 301's for each link even though they go to the same page?

2. When i write my 301's for each link, will Google double credit the link?

1. Yes, I would recommend writing different redirect.
2. Google will give you all the credit for the links pointing to the page being redirected
