because they are sTLD( sponsored top level domain ) this one is also called a special top level domain. STLD's are proposed by private agencies or organizations. in this case these are enforced by rules and restrictions.

They don't need SEO, too many websites, news, social networks, other .edu and .gov sites link them anyway.
For example, every college has links from thousands students portals. Students link their school from their blogs and social profiles, other colleges and government organisations link them, people link them from their personal pages and bios (My name is Bill, I graduated from...). Also, don't forget that they are getting even more links from news sites after every event or occasion.
For example, Bunker Hill Community College in Boston got over 20 000 backlinks from extremely popular and powerfull sites.

Hi,
I think they are correct. Every .gov or .edu site already have so many links that the other SEO techniques are not needed essentially. Secondly SE's trust them, these sites deals on national and international level and anyone who is not authorized cannot register in these sites or do anything else.

Not always, some bad students use their access to .edu sites to sell links. Google and some webmasters fight with it but it is not always successful.

Think about the .edu sites. Most of them are colleges, high schools, junior highs,,,. You have untold million of people linking to their schools on sites like myspace, facebook, their personal blogs, and all of the other social networking sites they belong to.
Some of the larger high schools (in the bigger cities) might have tens of thousands of students linking to them from myspace alone.

Indeed, they get much links without much efforts. There is an Australian website with PR10 (!!!) which have links at all Australian college and similar web sites. This is reason why they have pr10.
In same time, It looks to me like Google loves sites about science, education etc. and they are gaining high PR on easier way. Just my personal filling.

Correct, they used to give PR10 to all good schools and universities (Harvard, MIT, Stanford). Now it is little lower.

They represent educational institutions and governments. Having said that, sites having this domain extension are treated special and appears more prominent than other extensions.

The answer is simple, that is Google love them, trust them. But, they are indeed unlikely to do any spam thing to ruin their reputation.

I think they are considered as trusted sites. I have no problem for those sites getting higher page rank since they are not my competitiors.
