That would encourage massive self-clicking.

Adwords uses it in their algo. I wouldn't be surprised if SE's did use clicks as a (minor) factor in determining rankings.

I tried testing this very issue a few months ago asking a dozen friends to search and click once a day, every other day, for 2 keyphrases for a period of 2 weeks. Yahoo seemed to respond (i.e., moving from about #75 to #50) while Google didn't. Once the campaign ended, my position returned to about what it had been. Because there are so many other things can also effect SERPs, it is not possible for me to be sure that the click campaign was responsible for the movement, but the timing coincides.
