On Topic Links
Need some thoughts:
When looking for or creating keyword links it's best to be around on-topic subjects, but:
Does the whole site need to be on-topic?
Does the whole page need to be on-topic?
Can it just be a paragraph surrounding words?

Web page being on-topic is nice. I know some better SEO's look to have their keywords in the page title of the linking page.

that would make directories and community review sites somewhat worthless...no on that one.

probably not.

probably not.
the more it has in common the better, but take what you can get. try not to link out to unrelated stuff. try not to buy sitewide inbound links from unrelated stuff.

How related should it be for sitewide?
In the same general catagory? - like a soccer link from a Generic Sports site, but not from a Political Site.

such that if a person looked at it the links would look like legit ads and not exclusively pagerank parsers.

individual links can come in from off topic sites...would not recomend doing sitewide stuff.
and some people will follow the links you put on your site so you do not want to link to off topic stuff unless you are trying to be funny or make a point

Yep I found that Inktomi used to index sites like that a few years ago for Title but also the bold text of the page.
