Post Duplicating Homepage by changing Keyphrases.
Do you think I would get penalized if I dupliacted the home page and changed just a few pages.

For example:

Homepage might say 'Items for sale in Chicago'

then I make a linked page that says>

'Items for sale in Elgin'..

I'm trying to target different cities by doing this. Do this make sense, any thoughs?
