Thats why a lot of persons call it the Google Foolbar. Google controls the visible pagerank. You can have a PR0 page be #1 for a decently competitive term in some instances.

Basically, consider it a warning shot across the bow, because Google has found something they don't like, but its not enough to yank you from the results....yet.

In all honesty I'm not convinced this is entirely true either. The way I understand it (which I can be entirely wrong), google doesn't have much to do with the actual page rank, it's the links that link to your pages that spread juice, not google. Just because you have a PR of 0 it does not mean google found something they don't like it just means that nothing is linking to said content to give it PR.

Again, this could be an entirely incorrect assessment of how google PR and SERP placement co-exist but as I stated before, I've ranked pretty high (between page one and three in google.com) with a PR of 0. I also want to make it clear that it's not just a meteoric climb and then drop off, I'm referring to listings that last which are the only ones I believe that truly matter.
