I guess that they mean placing a site in a single frame that emcompases the entire screen, making it look like a normal site and then filling the <noframes> tag with all their SEO/ SPAM content.
If this is correct then it's pointless, worthless and will achieve nothing that good "on site" SEO could not.
I would not class this as "black hat" but as incompetent hat.
Must admit, this is just a guess, so I could be wrong...
Having said that there are some legitimate uses for this type of "frame forwarding" - quite a few hosting companies use it as an easy way to assosiate a domain name with a particular site without the user having any knowledge of DNS.
