can linking to external websites with high PRs boost your PR or is it only inbound links that affect PR. i read somewhere that linking to low PR websites can damage your PR, so maybe linking to high PR sites might boost your PR. is this right?

Can't see this being the case really as otherwise people would be linking to google - yahoo - dmoz etc, or at least relevant pages within.

If the page your linking to is informative and applies to your site, then it is probably a good idea to link to it anyway but I can't see PR coming back via you linking to them (unless they link back to you).

As above it will not give you a PR boost however it may or may not help in your rankings.

PR is a reflection of how many inbounds links the page have.
So there is nothing on the page itself that can affect PR.

The content on the page do have a way to influence the position on a search engines. So relevant link to the page might give a boost.

links to relevant sites (regardless PRs) will help the relevance of your page.

no effect on pr. It may help in rankings depending on if a SE weight is significant for "hub" sites. I still think this is somewhat theoretical
