I found one common thing in many website that they have one blog option in his website or article option where site admin put blog or article in website
what is the reason behind this? does it help in PR or gain some traffics?

Of course it helps you to get back link.

If somebody not putting his or her signature in post. so The other employees how come to know who is answering.
It can also help to stop SPAMMERS.

Well besides the owner or staff posting updates about the website and other related news to the niche's industry, the fresh content helps with getting more backlinks to the site or lets just say get's the bot's over there indexing.

One thing this is good for is that the clients or loyal visitors to the website can interact with the admin and staff members by commenting on the blog posts, ask questions about the website...etc

Some visitors may subscribe to the blog for a few weeks trying to read information about the official website to see if they really want to purchase something or use whatever the website owner is offering on the website. By having a blog attached to your website, you could be establishing yourself as a authority in your niche or at least convincing visitors to use your business. This just my opinion.

Yeah like snakeair said, it's a way of offering free advice to your customers/potential customers and gain their trust by establishing yourself as an expert.

If you add quality content and do your keyword research you can get your blog pages ranking for keywords and use them to target keywords that would be difficult to target with your home page.

All that content in your blog will help your sites PR as it will be filling it with decent content.

Decent content will attract links from other blogs, share links in your posts to other bloggers and chances are they will link back, if you can get a blogger with 1000s of subscribers to link back to you then that's 1000s of potential customers.

You can also use your blog for list building.
