There may be reasons like quality back links to your site have removed or your back link sites have lost their PR or quality back links. So, to get back your PR you need to increase quality back links. work through different off page SEO techniques

I think you have not build quality backlinks for your website so it is now decreasing. Try to get real and useful backlinks.

First check out ur back links if u feel that you have lost quality backlinks then try to build it up. If not start updating that page and make Google to feel that your site is live. You may get back your Pr.

May be your backlinks from different site was removed or can you exchange link with some one and they can remove your links.Second reason for drop pr is to submit your site on spam website or directories.
Can you use black hat SEO on your site?

Don't do so many article/directory links. Start finding more quality links.

You have enough time to gain again your pr3. But this time try to create more quality back links for your website from related theme. Try to do three way OR one way link exchange. Also try to gain links from those pages which have not more than 30 out bound links. And one thing more that try to gain links from those sites which have more page rank that your's.

Best of luck for the next time.

Regards,
Lammy

Sometimes this is temporary or isolated to one data center. It may come back.

If you are running an autoblog or are using content from another site, the drop in PR could be an indicator that the duplicate content filter has determined that the page is a duplicate.

pr ranking is not really permanent since google and other search engine are updating monthly so expect them to change.

You need to use organic optimization again for your site to regain you PR3. SE maybe notice that a lot of backlinks with your site are not quality content or maybe there's wrong with the way you optimized your site. Spamming means a lot to Google, try to avoid some inadequate automation of page optimization.

Check first all your backlinks if they're still active or not removed. Check those sites where you have linked from if they do have PR also or if they also got PR0 too.

There can be a lot of reasons. When you drop to 0 it is most of the time you are doing something that is not according to Google guidelines.

I think that it depends on the inbound links of your site. The quality of links depends on the sites that are linking to you. Also, the content of your site should be unique because google really are after to that.
