The first thing I would do is figure out what you are tyring to sell and re-organize your site so it's obvious and easy for a new visitor. When I went to the home page, it was too busy and wasn't sure what you were selling. I am assuming by the name that it's computer repair. If this is the case Search Engines should NOT be your highest priority.
I am in Minnesota, would I take it to Kentucky? No. You could start by targetting users in your area like adding "Paintsville, KY Computer Repair" for your title. That way people in your area searching for computer repair will find you easier. Although it is kind of ironic if they are having PC problems the odds are that they are not online.
I would also network locally instead of spending so much time trying to beat the SE race. It's a moving target and MUCH LESS powerful than going to networking meeting with the local chamber of commerce or organizations like that. Networking is your best solution for this type of business because not everyone will need it.
But if you are absolutly determined to continue to fight the SE battle try reading the SEO Tips that John posted.

The only reason I mention is because DCompton said she had no budget.
