If i need to chose between a tiny URL and Quality one regarding PR !! I will definitely go with Quality as i need to built quality back links for my site. If i want traffic, i dont mind it it is tiny URL. So i prefer only a quality one regarding PR

One can use bit.ly which offers 301 redirect which is really good as far the ranking of a site is concerned. one can also try goo.gl which also offers the same.

Robmac nailed it pretty well. Disregard tinyurl, acquire a variety of backlinks from different sources. F.e. Blog commenting, directory/article/RSS submissions, forum profiles, Press Releases etc. Lots of them (f.e. Blog commenting) don't eat up much of your time (especially when streamlined with tools like scrapebox) and that way you'll get more backlinks helping your rankings instead of relying on URL shortening services.
