To my understand if you mean the whole website or page,
then look @ the header of the page and check out if you see anything included in the Robots tag
Ie. <META NAME="ROBOTS" CONTENT="NOINDEX, NOFOLLOW">

Just search for the "nofollow" tag. If it is not there, then the links are dofollow.

If you use Firefox, there is a plugin called "Search Status". It will highlight the "nofollow" links. Very convenient to use. It has other features that are useful for SEO.

Yes it can. Turn it on, then right click on it's symbol in firefox and look at the bottom "Line-through nofollow and noindex". So when you go to a blog and have that turned on as I described, the backlink of that comment wouldn't appear normal, it would instead be striked out.

If you are using Firefox then simply download an add-on "NoDofollow" here https://addons.mozilla.org/en-US/firefox/addon/5687/, install it and restart Firefox. When you want to find out if the site is dofollow or nofollow just right click the mouse and choose "NoDofollow". If you see the URL with the pink in the background then it is nofollow. If not, it is dofollow!

I have used the nodofollow and search status plugins. I like them both because its easy to switch the link highlighting on or off as needed. I prefer the search status plugin because it shows alexa and pr and has additional seo tools included.
SEO for firefox plugin from SEObook can do the same functions also.

Respectfully, your question confuses me greatly because your signature is advertising dofollow social networking. Is your question sincere? Or, is that not your site in your signature?
FWIW there is no such thing as dofollow because search engines follow links by default unless you tell them otherwise with your code.

Actually on many sites you can find many nofollow links but that doesn't automatically means that the link he is interested in is nofollow

Search for nofollow tag in the source code of page. If it shows nofollow in meta, then website/web page is nofollow. and if it shows nofollow in out bound links(rel="nofollow"), that means links from this particular website are nofollow.

If in source code there is no meta tag of "No follow" and "Do follow" then what kind of side that is?

You might wonder how to find out whether the blog is a DoFollow (U Comment I Follow) which means, if anyone comment on the site, they will have the back link which will be crawled and indexed by google bot and gives direct positive weight toward the commentator’s blog.
