Why do people not get that linking out is not a bad thing?

I would have thought that linking out and providing valuable resources to your visitors is common sense. If they know that they can visit your page and find links to the best "Widget Sellers". or the best "Widget Repairers" they will appreciate this and an emotional bond develops.
