There is no need to make them completely text based but the site must contain URL's for every page thus HTML based navigation for SE bots and other devises like screen readers. Blind users have money to spend and are active internet users so don’t ignore them (it is also UK and US Law). Flash is rarely need and should be only used for presentation and not content.
