I wouldn't bet my life on it, if that is what you mean, but I have played around with it a bit. It might be a little optimistic, but it actually does some calculations.
A few examples:
1. This fall I moved a site from it's .nu domain into the .se variety. The .nu had PR3 and the .se is still just PR1 (or sometimes 2). I have however seen to it that 95% of all old incoming links have been changed to point to the .se domain, while 301-redirecting the linked .nu addresses I haven't managed to get webmasters to change.
Live PR is shown as PR 5 for this site, and that is what it should have.
2. Jim and I both have PR 5 for our main sites' front pages. We have both linked massively to our contest pages, and Jim has more outgoing links from his than I have. Both show Live PR 6.
3. When I open up new sites, they almost always get PR 4 in the first update. Right now I have 4 new sites waiting for their first PR. And Live PR shows 4/10 for all 4.
Then again... You never now. Only Google does.
