Depends how you want to get the word out. Social bookmarking works if you set yourself apart and offer something more than your competitors; easiest solution is to be active on these websites to gain some trust in you or your product.

Directories work just as well if all you're doing is submitting links.

I do directory submissions on daily basis and they do have effect on rankings for my site and bookmarking is highly important in getting traffic mainly.

I am not suing social bookmarking for my site any more. What i do is submit articles on various sites and then bookmark those urls. So what happens is i get my backlinks indexed with the help of bookmarking.

Social Bookmarking is working fine for helping SEO. Everything social, these days, is helping alot.

As for if is better than Free Submission Directories?

Well these two are different. You cant exclude one against the other. Submitting your page to Directories, is useful and can give your webpage, some good points on authority, localization and many other aspects. But Directory Submission can't give as much traffic, as Social Bookmarking.

So go for both of them, this is my opinion.

For me, its Social Bookmarking. Almost all of my SB backlinks were sited by Google,unlike my Directory links.
