An outbound link is when you link to someone else. You may choose to include the nofollow attribute in that link to tell those search engine bots that honour the nofollow attribute not to follow it.

On the flip side, if you get a link from someone else pointing to your site (outbound from their site) and they use the nofollow attribute when the search bots that honour the attribute arrive they will not follow the link from that site. However, that doesn't stop your page being indexed as the bots could have found a link that was not nofollow somewhere else.

How does Google handle nofollowed links?

In general, we don't follow them. This means that Google does not transfer PageRank or anchor text across these links. Essentially, using nofollow causes us to drop the target links from our overall graph of the web. However, the target pages may still appear in our index if other sites link to them without using nofollow, or if the URLs are submitted to Google in a Sitemap. Also, it's important to note that other search engines may handle nofollow in slightly different ways.

An outbound link may or may not harm your website at all depending on how relevant the links are and if they seem to be a good link to link to without the "no follow" rel. Besides, some outbound links can actually give you credits especially if they're from more authority web pages and gives your visitors the sense of trust for your contents.

This one question seem cloudy to me. Maybe you can just derive to HTMLBasicTutor definitions of outbound links.

My question is If I link exchange with a site but that site is no follow then is that link exchange is beneficial for my site?Or it is beneficial only for them only?
