Both have value but you shouldn't waste your time by submitting into non-traffic and no PR websites.

Actually both are good enough to get your site a lot of backlinks. Getting listed in directories, especially related ones and submitting articles to Ezines, and article directories, which are then picked up by webmasters looking to add content to their own web site, which will get you tons of one way backlinks.

I'd recommend shifting your focus a bit. Instead of looking for the best way to increase PR, look for the best way to increase traffic.

Well if you write articles on your market... the people searching for content go and add it to their site.... it helps in two ways it gives you one way link which is very important for the rankings and as the article is related to your market the people using it also has a site related to your market... that gives weight to your link....

And you have a better placement and pr...

I agree with the concept of not worrying about PR Rank. If you have a good site it will happen on it's own.

out of those two options i would have to say that articles are just a little bit more important... but that will be the case only if you write very good quality articles that have relevance to the services/content that are on your website.
