There is no hard and fast rule in boosting site ranking; it's a work of art with a mix of science. There are lots of things you can do (good or bad) to help your site appear on top. Mostly it's about content and about the links that refer to your site. But you can't tell, search engines constantly change their algorithms to address issues of abuse and quality.
By the way keywords tag are not supported much anymore by major search engines because of abuse..
