Well the first point is that SE's (especially Google) don't always show every recognized link. The PR3 site you mentioned does have
at least 1 link and when it comes to PR, it isn't the number of links but the "quality". That Searchlight listing shows a PR0 in the Toolbar but that doesn't mean that is what it is. Not to mention I am willing to bet there are other links which are not displayed.
Unless your only aim is to sell links or do link exchanges, forget about PR and concentrate your full energy on rankings. Spending time analyzing your Toolbar PR is like a dog chasing its tail. And if you ever manage to catch it, you can be sure Google will have an unexplainable update the next day.
What would you rather have? A Toolbar PR0 that ranks Top 10 and brings in 1000's of qualified visitors or a PR4 that ranks Top 100 and brings in a few people a month?
