I think you join forums posting and blog commenting do follow sites and starts sharing and discussion about your own sits.It is very help full to increases traffic and backlinks for your sites and improves your site rank. And you can also work on article submission, blog commenting, blog posting , social bookmarking, directory submission are also helps in getting higher raking and traffic.

Engage people to write quality articles related to your niche/keywords, guest post that on High PR relevant blogs - hopefully you need not pay for that.

The best off page optimization is Forum participation and Blog commenting. Do these two techniques and you will saw the effect of PR and SERP ranking with your own eyes.

I suddenly remembered something that's a little bit related to this topic. I remember answering that question this way: The best off page technique would be doing all of the off page techniques. Well, that isn't verbatim, but you get my drift.

update content and get back links from squidoo and hubpages and of corse backlinks from article directories and you will get what you neeed

Same que asked in this forum again and again. The poor thing about SEO's that they all concentrate to increase the PR of site and thinks only OFF-Page techniques are helpful for this. But the truth is that Google taken more than 200 factors to increase the PR and Google clearly said that PR is not a factor of search engine ranking..

Try to increase social signals. Create viral links for your site. Create some extra ordinary content for your site who attracts naturally links for your site.

Don't Do spamming to increase the PR . All the best

You are confusing PR with SERP. There are 200+ factors involved in SERP, but PR is predominantly a metric of backlinks.

I thinks there are no the best techniques,but every technique and method has their merits and effect.So you can't only use one way to optimization your ranking.and you must be patient in the course.that is the SEO!

I would comply to that, the best technique is the one that you could execute effectively. This is because the quality of quantity work is what will be of a good help to gain results with PR. So, I believe that the technique that you are good at should be the one that you should be resorting to as almost all the techniques does provide results depending on the way you execute it. Having said that I would also add learning new techniques and keeping yourself updated and trying them also pays at times.

I have found that link popularity works wonders for my rankings.
This is the method I use for new websites:

1. Make an off website blog.

2. Write unique, high quality posts that relate to your niche.

3. Provide a link pointing to your website in each post of your blog with anchor text relating to your niche/keywords.

4. Submit your posts to article submission websites.

5. Link to your off website blog using dofollow links from websites with pagerank(forums, social bookmarking website, 2.0 websites(squidoo, ezinearticles), etc)

6. Make comments on other blogs on the same website as your blog. i.e If I made a blog on Blogger I would post a lot on other blogs within the Blogger website.(High quality comments, not spam(read the post before leaving a comment)).

7. Create a following for your blog by posting great information for people in your niche on a regular basis(once or twice a week is fine). In return you will get tweets, likes and +1's(really helps increase link popularity).

8. Google now loves you, show it love by updating your website with new content and it will look forward to visiting your website on a regular basis.

I can agree with most of what was said. Out of the 200 ranking factors PR is not the most important factor. However, it is one of them! Googles main cancern is relevancy and user experience.

I have used Vocus to get a special deal for 12 PRs for $1,200.00 (each PR is a PRWeb National Plan w/$800.00 value) per year. However, they all must be used within the year. The SEO site I have been working on now ranks #1 in google for "seo guest blog" and we built a video just for this PR to attach to it and to our site which now ranks #1 for the same search phrase. Our results are outranking myblogguest (they are doing PPC for this term) and other great SEO videos on guest blogging.

Here are the results of this one creative PR: Higher rankings for all major terms, more traffic, links from various relative news sites, free SEO content for our blog, and fame

IMO there is a very simple factor that Google is looking for, user experience. Create a good user experience that will help your users and Google will help more of those type of users find you! at least that is their goal.

What Google counts or does not count, only they know. However SEOmoz has a search ranking factors page which can help get a good idea of what the search engines rank http:// (remove) www. (remove) seomoz. (remove) org/article/search-ranking-factors

Yes I have looked at that before, and although SEOmoz does have a certain standing, what they are giving is an opinion based on a sample.
How does Google actually measure "user experience"? Do they actually ask them?
I think they rely on their on algorithms to produce what they believe users want, and what actual measure is there in place other than PR (and I mean actual not toolbar) which is a vote by linking?

Just out of interest, why don't you just give the links without the (remove)? is their some restriction here on linking to sources?
