Best advice I can give you is to continue building backlinks through blogs and forums.. but more importantly try and build quality content. Content is the MOST important part of SEO. The more unique and informative it is the higher you'll rank. Just make sure Google knows of this content.

Yes, do spend some time optimizing your website/web pages - ie On Page factors. You should have identified the list of keywords (primary/secondary) that you want to target for your niche/website. Study your competition and see what type of link network they have. Mindmap your own link network - which will include combination of blog/forum sites, web2.0 properties, blog commenting, article syndication ( but don't spam), etc. Do it slow and steady and in no time you will surpass your competition.

I dont think blog commenting or forum commenting is black hat, as long as you are posting good content. Signatures from quality posts are an essential part of SEO and Link Wheels

Blog Commenting is not back hat SEO, do it regularly but do not post your links too much in one day, don't post more than 300 links because if google finds a link more than 300 times in one day then it will consider it a bomb (spam) and and will ignore your links, also comment on blogs which are of your blog's niche..
