I'm not really sure where that link fits in with this topic, because the article it points to is about Google de-indexing sites that provided paid links?

you can start blog commenting on your same niche blog so you can get better PR,It will also increase your traffic but make sure you will be commenting on do-follow blogs.. enjoy

I Really recommend You should focus on do-follow back links wit high PR.

I dont think that will get here right answer. Nobody know exact PR formula. Some time site gets high PR with no or just several backlinks, while other have low PR with amount of backlinks and usualy that dont impact SERPS very much, so it's really no point to worry about that, better focus on SERP's

Have you noticed that there are some sites with a good toolbar PageRank that are found on the latter search results pages, and there are those low-PR ones that are on the top? That should give you a clue that the PageRank doesn't really matter in your efforts. What you have to do is to build relationships with the people you're trying to advertise your site to.
