If you do a proper 301 redirect it should go right back to what it is now. Page rank is link juice that is passed from other sites. However, when doing a 301 redirect you are passing that link juice to another site.

I have not experimented with this though and I would love to hear the outcome.

If you are banned in China, I doubt moving to .com is going to help. They will eventually find that site and ban it too. Especially since you put a link from the old site to the new one.

Depending of the script which your website uses it could be affected by the primary domain change.

Why would the script effect the domain change? I don't understand what you are trying to say?

Did you read all the replies first?
