Recently one of my clients’ high authority website has got penalized with the reason of Unnatural/Suspicious link data.
After getting message from Google for this unnatural links data, we checked our links profile and then we shared our concerns with Google in detail through filing website reconsideration request. We also shared the links data that we are unable to control.
After more than 2 weeks of filing the reconsideration request, we got feedback from Google with the same message of that our link profile still violates Google’s quality guidelines. Here is the message for reference:-

Dear site owner or webmaster of xyz.com,
We received a request from a site owner to reconsider xyz.com for compliance with Google's Webmaster Guidelines.
We've reviewed your site and we still see links to your site that violate our quality guidelines.
Specifically, look for possibly artificial or unnatural links pointing to your site that could be intended to manipulate PageRank. Examples of unnatural linking could include buying links to pass PageRank or participating in link schemes.
We encourage you to make changes to comply with our quality guidelines. Once you've made these changes, please submit your site for reconsideration in Google's search results.
If you find unnatural links to your site that you are unable to control or remove, please provide the details in your reconsideration request.

Now we are thinking of moving our entire website to a new domain (focusing 301 redirection) according to Google’s guidelines mentioned on their support forum.
Now my question is will the new domain also get penalized if we redirect penalized domain to it? OR Is there any possibility to get the rankings back on the new domain?
Please do share your experience/thoughts.
