One of my friend running a online news portal website which updates frequently, the problem is his content (i.e his news is copied and published in other news portal website) so how we protect our content from copying by other peoples is any legal ways to climb?

It can be difficult to protect your site content from being copied.
You can use Copyscape, where you enter your website and it's going to scan through your pages to see if there are other sites with the same content.
If you believe your content was copied by some website, you can contact owner of the website and request to take it down, if not you can take legal action(look into Digital Millennium Copyright Act - DMCA).

yeah!! if someone is manually doing that then you can simply make the right click off. Otherwise if some bots are doing this then you can use copyscape and complain to DMCA. Well, after the Panda and Penguin update such sites are getting into sandbox and thus your content is safe always because you have posted it earlier then you are the authentic owner of the content and Google knows it well.

I don't think you can protect it. But according to Google most newest update, the first webmaster that post something gets the "point" // So if you post an article and I copy it, your content would be unique and mine would be copied and ONLY mine will be "marked" as duplicated

Content
I agree with Patco. First option is to discuss the matter with other webmaster and tell him not to copy content. Second option is legal notice and third one is complaint to Google for duplicate content.

The best way to protect your content is to transmit relevant information, through a unique writing, without copy-pasting phrases or ideas from anywhere else. If however your topic of discussion is something commonly met over the internet, try at least to rephrase. This way, if someone copies your content you can request some help from Google through a report.

Whilst generally it's true that if you write something you hold the copyright, but by it's very nature you can't copyright news (if you could, we'd all be reading the same newspaper).
News is news. What your friend has is not unique content. What they have is a scoop. New news. If your friend really does have news before anyone else then their site will get more readers than other news sites.
I'm assuming, though, that the news your friend has is very limited in nature if they get it first. For example, BBC, Fox news, CNN, Sky News, all have middle east correspondents so it would be very unlikely that your friends news site publishes middle east news before they do. Most of even the smallest towns have local newspapers and local reporters.
Where does your friend get their news from?

Copyscape is the best tool to check if you have to post something to check if it has duplictaes over the net, if your posts were plagiarized you can contact the webmasters or admins of the site it was posted to so that they will take an action and remove it once proven it was plagiarized.

You can write that your content is copywrite protected and do one more step off the right click on your site. This will help you.

You can put copy-write on your website or you can create RSS feeds of your each post so that post will get submitted faster.

One good technic is to place a clear layer on top of the page, so content is visible but you can't copy paste it. It will work for trigger happy copy pasters, but it wont work for some one who know how to press Ctrl+U. Hope it helped.

The service copyscape help you to find out who have copied your content and put this copyscape logo into your website as well so that users can easily understand that the content theft from your website is being strictly monitored. Along with DCMA you can take the effective steps to take it down. Nowadays the web hosting providers also have the control to necessary actions against content duplication. Whatever you claim you should have the good proof of it.

If you find content on other sites, simply contact the hosting provider and threaten legal action (It won't ever get that far) as they don't want to deal with such problems so they will take off the content for you. Also the provider would then give a warning to the client so you won't have to worry about them copying your content again.

Report it to Google and to hosting company which host the website that stole your content. After people get warning from hosting company they usually remove stolen stuff like articles and photos.
