Keywords can be an ambiguous term. It can mean a word on it's own or a phrase.
America is a keyword.
United States of America is a keyword phrase.
Your example #1 has 3 keywords. The comma between them makes them keywords.
Your example #2 has 5 keywords and a keyword phrase.
The key is to select the keywords your visitors are going to type into the search engines when looking for what you offer. A more specific keyword phrase will get you more targeted traffic.
In your examples United, States, America are too broad. Too much competition and not focused on the subject of your site(s) in your signature.
The keywords meta tag isn't used for web ranking thanks to the spammers but if you take the time to carefully select the right keywords and keyword phrases for you pages it helps you keep focused on the subject of the page.
