Article submission is a part of link submission! What exactly do you want to ask? Article submission would always remain the best way to build links because you get to get links from high PR sites such as article submission directories. However one should not even let their minds to think of article spinning.

article submission is better but getting a direct link back from niche relevant site improves site much better.do link exchange with other sites .It is hard but if you get even one backlink you get lifelong traffic for free and it improves your ranking

First off, Google toolbar PR means nothing so don't waste your time caring about it. Next, neither article or link submission is better. Both will most likely hurt your site rather than help. Keep YOUR articles on YOUR site. This will add content to your site that is worth linking to, creating organic backlinks, which are best.

Article submission can be only efficient if you submit one unique article on each article directory, otherwise it will be considered like spam link or duplicate.
Like Searchbliss said, PR means nothing and the best way to achieve decent PR is not focusing on it, but rather quality contents and quality links.

For PageRank purpose, both are better. But link submission should be relevant and article should be unique and completely non-plagiarized.
And if we talk about traffic then Social Media is the best way to get more and more traffic.

Based on my experience, both of method is vary and depends with your strategy that you will apply. If you want organics traffics for long term, link submission is the best ones.

some times people might not be interested in link submission but interested to read content and check the links.they see just links as spam or hub of advertisements

Both are important if you are concerned about the Page Rank of your website because both are the method of getting quality backlinks but article can give you some more exposure such as it can increase the relevant traffic to your website.So article submission is more important than simple link submission while going for higher Page Rank.

Article Submission is also a part of link building process. We can say that it is still useful but only if it is used wisely. Submit your article in top 2-3 high quality article directories.
Also try to use other link building tactics like Guest Blogging, Press Release Submission, Forum Posting, Blog Commenting, posting in Web 2.0 sites like Blogger, WordPress etc.
Don't try to build only dofollow links. You should try to build both dofollow and nofollow links for your site. In addition don't try to do link building on just one or two targeted keywords. Instead of using one keyword use different variation of that keywords.
Hope this tips can be helpful to you.

OMG  we are once again tossing between the two, let me also add another layer of complexity to this unanswerable old question:
Neither is better than the other: article submission | directory submission, because the answer actually depends on the desired outcome. Meaning, my goal maybe to build strong threads of backlinks from quality dirs like DMOZ etc, or if targeting local, then local directories (where the owners spend bit of money advertising, and running a good reputable business) means you get potential customers through it.
On the other hand, I may want to write articles informing my industry on news or how to information etc.
Thus, both is better than the former.
Anyhow, these are point to that ever complex question

Article submission is better because you get a do follow link with the keyword in the anchor text. Write one article and submit it into top 40 article directories.

You can consider article submissions as a way of building your links. Just focusing on article submissions won't give you that much traffic, though. Like what Google's saying as of late, just focus on creating good content on your site. Make it easy for the people to share your content elsewhere by adding some sort of a share button on your pages. That way, it's the people who will be building your links for you. Well, you can still build links yourself, but do make sure that you're placing your link in a place where it can add value to whatever content is in that place.
About your PageRank, I know that there are people here who have been saying that you shouldn't mind that, and I do agree to them. Well, maybe a bit. Because you can't take away the fact that there are still some people who use it as a way to determine whether a site is reputable or not. If you want to increase your PageRank, you'll have to have good links pointing to your site. The equation for the real PR that Google only knows involves links. The toolbar PageRank you see is something that doesn't get updated for a few months.
