I think there will be no issues as long as it is effective and will compliment
penguin's rules. For me I used various strategies and test them out if I
see that there's no effect (there is time duration) then I look for another
effective strategies and experiment with it.

After launching of Penguin, the value of spamming and unnatural linking has been ended. Due to this, all the instant approval things have also no value because they are always full of spamming. So now, use natural linking and keep generating high quality and unique content.

Best way is to kill anchor text links. I've included a few that I found here http://www.manishpandey.com/2012/goo...-and-over-seo/

Yes true, after Penguin update, Google has taken big step with penguin update. As you know that around 3% queries was affected by penguin update. You need to do smarter work than quantity work.

You can't blame Google for combating the garbage out there on the web... people think they can always cheat the search engines by creating things like crazy articles that have been spun a hundred times and posting lots of links within the content - the cheaters have gotten out of control and basically spoiled it for everyone...

In this day and age you should put more effort into your own site and the content on it.

Link builders, whether you classify them as white hat or black hat, are "gaming" Google in such a way that their ranks will go up. The only difference between them is the way they actually do the link building. White hats follow the guidelines, while the black hats are the ones that blatantly go against the guidelines just to rank. I'd go on the side of those who follow the guidelines any day. By the way, may I ask what link building techniques do you think are obsolete in the post-Penguin era?

"After google penguin update link building process not beneficial for site."

Stuff like this is simply not true. You can always tell the people who don't test things for themselves.
