If looking for only backlink from forums, better go with PR. But If you need real targeted traffic ..then don't bother about the numbers..Just contribute in minium 10 forums on your niche...and build your name as a BRAND....

Yes forum posting is effective, but after the last updates don't over optimize. So you have to put at the signature different keywords on all the forums
