Good question. I think quality should always be the primary focus. SEO is important, but generally you want return visitors. Without quality content you'll never keep them coming back.

Plus as search engines get better at their job they'll recognize quality content. If content is too repetitive it drops lower in the search results. Also, if you want more natural inbound links you'll need quality content to link to.

Focus first on the visitors. Think less about SEO and it'll come naturally.

When your visitor finds quality content in first visit they will stick to your site. Search engines also consider quality of content. If your content is repetitive then your site drops in search result. So it is important to maintain quality content.
