I believe Mat Cutts recently in one of his SEO videos said that <b> was slightly SEO better than <strong>

In the video I linked to he explicitly states that he was shown the code and they were treated the exact same way.

Bottom line is that the difference is minimal at best. Much better to spend time on content and linking...You'll get farther in the SERPs that way...

For me Title Tag is the most important.

In my personal opinion, tags I would pay attention to are in order:

<title>, <h1>, <h2>, and then <strong> and <em>. This is just off of what I have heard others say.
