In the video I linked to he explicitly states that he was shown the code and they were treated the exact same way.

Bottom line is that the difference is minimal at best. Much better to spend time on content and linking...You'll get farther in the SERPs that way...

In my personal opinion, tags I would pay attention to are in order:
<title>, <h1>, <h2>, and then <strong> and <em>. This is just off of what I have heard others say.
