Agreed. Exhibit A:
http://web.gcu.edu/ - .Edu Recip directory that used to have PR6 and appears to be running coop ad network. I wouldn't normally call these guys out, but it seems definite that the SEs have already taken notice.
Even if there ever was special weight assigned to .edu links, I bet they removed it once they figured out that it just encourages people to buy/sell these "special" links.
The old, established .edu sites don't need a bonus to give extremely high quality links. They have natural trust from their age and long-term link-popularity.
I think there's a lot of demand out there for a non-Google measure of a page's link-strength (especially with Google's increasingly whacky PR updates), and I have no doubt Rand's will be a good tool. The one thing that it will be difficult for these tools to measure is the age/duration of links, which seems to be an important part of Google's algo.
