The thing is that though Google does not specifically give more weight just for the .edu or .gov TLD, those links and sites are still more valuable than the rest of the websites. This is what Matt said in the video, btw, so don't just simply disregard the value of .edu links.
.edu sites are generally more focused, have top quality, unique content and are also considered to be as link hubs. So getting a link from such a site, let alone if its from a high PR page, is better than most links out there (directories, article banks, etc).
The best link you can get is a visible link in front of your target audience, though, at all times.
