Google wont Penalize the website which has low PR sites backlink. We can't say 0-1 backlinks are good, its just considerable grade.

Yes, as said above, Google wont penalize you, however it won't really help your SEO either.

One more thing, when getting links from those PR0 sites, make sure they are actually PR 0 and not sandboxed or delisted sites as those are the links which will really hurt.

If Google asks why 0-1 pr only, what would be your answer?

Whether you answer or not Google would classify it as unnatural link.

The word to remember for links is relevancy.....worth more than PR..)

The PR of a site does not determine a natural link...)

Page rank depends on the quality and quantity of backlniks hence if webpage has good quality and relevant content as per your webpage/website then it is not bad to build link towards it because quality backlinks matters to get higher ranking in the search engine.

Yes for sure. 0-1 PR can be good but if you saw N/A then ignore that cause it's new site or harmful to point the link.

No Google not penalize your sites.
Back link are back links may they are of any pr.
but back links from 0-1 pr sites not so much good. Because these back links van not
create more link juice, thats why back links from high pr needed to boost ranking.

I think 0 to 1 PR will not be a big problem if those site not penalized by google. although you will be getting low favor from those low PR site.

If the link is relavant to your niche then it can be helpful in SEO. It doesn't matter whether it has low PR or high PR.

As far as i think PR not matter a lot you should get good quality backlinks.. you should check either that website is related to your niche from where you getting backlinks and not spammy
i think it is very strong point which were mentioned by ankit.. you should keep it in your mind

One thing to keep in mind is PR is only updated about once every 3 months. A site could be well on it's way to becoming an authority site even if it's PR 0 now. If you keep that in mind and look at the content they are adding, there backlink profile, etc. Just use common sense when evaluating the site.

I also have to disagree with relevancy meaning more than PR. There's a lot of conjecture going on in the relevancy argument.

Think of it this way though: Would you rather have a link from a site like The New York Time or from a PR 1 site directly in your niche?

I'll take the New York Times link every day and you should too. The world doesn't work in a 1:1 relevancy factor and so authority is still extremely important.

They're neither good nor bad, and as far being penalized, that depends on how they were acquired.

Keep them the same Niche as your site. After Penguin I had a couple tank from 1st page to GONE for irreverent backlinks.

i think what everyone is trying to say here, don't make the stupid mistakes of buying backlinks for a few dollars, these are spam emails and adhering to these kinds of link building strategy will lead to a penalty.

It doesn't matter whether it has low PR or high PR if you are getting link from relevant and related website.

Also, links should look natural.

So relevant and natural links are needed today.
