Uses of IP Cloaking?

Well, just been listening to a couple of podcasts (webmasterradio mostly

) on my plane trip to and from NY and IP Cloaking came up.

Why would anyone want to display other content than what they are showing Google and can anyone give a couple of examples?

Cloaking (the stuff SE's don't like) serves up a SE-optimized page to SE's and a human optimized page to humans.

IP delivery is more of a useful tool. Say somebody search for "singles" and ended up on Match.com. IP delivery could be used to show them singles from their area on the landing page.

But how do you keep safe? I understand the uses after a little bit of research, but isn't it a bit risky because of how many new datacenters Google launches every now and then?

It isn't safe. I wouldn't recommend cloaking unless you're a pro, and even then it's risky.

What if it's only a small change? Like a little bit of extra keywords here and there

The very fact that you're cloaking would be bad, and I don't see the value in it. Cloaking was great back in the day of on-page SEO, but these days on-page SEO is of little value.
