Robots.txt on Subdomain

directory.v7n.com/cgi-bin/

I want to exclude that folder on the directory.v7n.com subdomain.

Do I do that on root, or on the subdomain? I used to know the answer but forgot it.

I would put the robots.txt on the subdomain. Search engines will look for the robots.txt on the subdomain (i.e. directory.v7n.com/robots.txt) and use it to determine what to spider on the subdomain.
