Link building and patience will eventually get you up to PR6 or 7. It seems with every PR update the bar will be raised by Google. What would have gotten you a PR6 a year ago is now only worth a PR5 and so forth.

Agreed. I would say link building would get you all the way up to PR6. Now PR6 interests me because the jump from PR6 to PR7 is much larger than any of the jumps before it. Link building alone can not get you PR7 (unless you pay for links and if you do they only come from a few IP's so the PR7 is worthless) however the degrees of page rank in a PR6 is very wide and I don’t think anyone should be concerned about never hitting the PR7 unless you really are leading organisation in which case you will get PR7+ it naturally anyway!

I think even one link with PR 7 or 8 can be of great help. There are some very inexpensice websites offering links on their high PR homepage with less than $200 a month that not only will bring you PR but visitors as well.
