Getting a website to PR7+ level
PageRank never concerned me. I always strived to pursue natural SE rankings rather than numbers on a Google toolbar. However, I recently decided to raise PR of my websites. What would be the best strategy to achieve it till the next PR update? Any cost-effective solutions?

Without buying links Completely white hat? Then you need a class product that people will link to you. It got to be much better than my movie website or even www.v7n.com.

Make a website with great unque content that is not currently on the web in the best way. Maybe a product that is cheap, effective, commonly used. Like Macromedia (now Adobe...) or Hotscripts... but not them!
.gov and .edu sites get alot of backlinks because they have good content.... some SEOs say it's because Google favors them, but that's not true. You need something people are looking for, that's also clean and well designed.
If your looking for adsences money, well you already failed. Good adsence sites are bad sites... You have to pick between Visitors and ad money. Can't get both unless your myspace (there everyone is distraceted from ads by finding friends)
Look at good websites and see what they do!

No, I am not doing that for AdSense. It's just a matter of prestige for me now. High PR brings lots of positive emotions

Do you have the budget for an agressive link building campaign ?
I think your going to need it if your shooting for PR7.
Besides link building and getting high quaility links and fewer low quality links, build out lots of content thats easy to navigate to. More content = more pages for people to find you. Maybe even giving them a reason to link to you just because they found a good resource in your website.

High quality backlinks from old/trusted sites.
Sure you could buy them I don't see why not.

The best ways to increase your site PR - Join forums and place you website link in the signature, submit to search engine directories as most of them are free, also join article submission directories, press release, Blogging, RSS & Feeds it would help you to build up a huge network of backlinks and finally try to gain links from related websites.

Sigs. in most forums do crap. So I don't suggest joining forums and posting a ton in hopes of getting a PR. You may get a PR1, but you wont go from PR4 to PR5, or PR5 to PR6 let alone PR6 to PR7. DO NOT do this in hopes of gaining PR it's a huge waste of time.
You don't need to submit to search engines, if you have backlinks or any PR you will already be getting spydered.
Article submission dirctories, press releases, blogging and RSS feeds are great ways to get your site known but not themselves ways to get PR. Sure you could do them in hopes of gaining some buzz and backlinks from reputable BLOGS or other WEBSITES who read the feeds, or press releases. SOME press releases will give you some decent PR, maybe 3 but not 5 to 6 or 6 to 7.

This is what you should be doing from the start! You should consider your blog, and press releases as contributing to this stage. You could also e-mail or call potentialy related sites and ask for link exchnages or a link. You can also buy links from related sites to help you as well.
I hope this helps a little more as James wasn't exactly right on the money but good advice on the most part!

Correct but google adwords did give my site a PR1 ona fresh domain ONLY advertised on adwords.
But like I said before going from PR0 to PR1 is SIMPLE! Don't expect little stuff like that to help you achieve HIGH rankings.

Here's a new idea.. let's try a religious approach. I'll be the base line agnositic, you try Catholisism (pray daily, and confess weakly) , we'll get ToddW to go the buddist route (Gain weight, and be wise).
Start ...... now!
Let's compare notes, and see who gets to PR7 first..

Link building and patience will eventually get you up to PR6 or 7. It seems with every PR update the bar will be raised by Google. What would have gotten you a PR6 a year ago is now only worth a PR5 and so forth.

Agreed. I would say link building would get you all the way up to PR6. Now PR6 interests me because the jump from PR6 to PR7 is much larger than any of the jumps before it. Link building alone can not get you PR7 (unless you pay for links and if you do they only come from a few IP's so the PR7 is worthless) however the degrees of page rank in a PR6 is very wide and I don’t think anyone should be concerned about never hitting the PR7 unless you really are leading organisation in which case you will get PR7+ it naturally anyway!

I think even one link with PR 7 or 8 can be of great help. There are some very inexpensice websites offering links on their high PR homepage with less than $200 a month that not only will bring you PR but visitors as well.

Going from 6-7 is hard (as has already been mentioned), I work on a site that has over 8,000 backlinks in google, but is only on PR6.
Links from edu and gov help a lot i think.
