To increase PR, get links to your site from other pages with high PR.
But don't worry that much about PR, it indicates potential only.
I wouldn't bother with that link building software.
Since your site is new you will not be able to rank on Google for popular phrases, only less popular ones. For example, you won't be able to rank for 'widgets', but you will be able to rank for 'blue widgets for sale in New York', and so on. The reason for this is called 'the Sandbox' a.k.a. 'Google's algorithm is very annoying'. Apparently, you can avoid the sandbox if you get links from high profile and trusted sites, or get a lot of news buzz. The vast majority of us can't manage that. Otherwise it seems that it's the age of links to your site, and how trusted they are, that gets you out of this situation. For me, for our main site rather, it took six months. For some it takes three. Others still aren't out after 18 months.
So get inbound links from respectable and trusted sites. You will have to read around a bit. (Don't just ask stuff, I don't mean that in a mean-spirited way, I mean in a 'search the forums using the word "sandbox", for example' kind of way.
Also, submit to as many directories as you can. Look on the main forum listings here, there are a couple of directories you can submit too, and the vilesilencer list of directories is a good place to start.
Also, suspicious behaviour can trigger the sandbox - getting hundreds of links to a page all of a sudden can trigger the sandbox, or so we've heard, and so can a major site redesign or restructure. Aim for quality of links, and let quantity of links arrive over time.
