MSN seems to rely heavily on on-page factors.

I think MSN would keep the equation a secret.
If you mean relatively to Google, I think MSN calculates differently to Google. MSN seems to give on page factors and URL more weight than Google does.
We presume MSN also uses more than just counting of inbound links but a similar Page Rank system to Google be it much less efficient.

what is a 'fresh link'
a new link to your site? a new outgoing link? a link to a new site?

In my experience I too see that it likes new sites... sadly not new pages.

I can also agree with the above, MSN has me down for three time as many backlinks as Google. I've been running for four months now.

I think you are right. I've ranked very well for some terms very quickly by just building a few IBL's, but then the ranking would quickly fall as well.
however, if you just focus on all the regular SEO stuff... content, title, tags, PLUS inbound links, you can really hold rank, IMO. I have one site that has been ranked #1 for a particular keyword for a couple months. It jetted to #1 in under a months time too. I actually have the #1, 2, and 3 spots on MSN for that keyword.
the downer? I'm only #5 on Y! not even top 10 on Google for that phrase.

msn ...? hm.. let me see...
as i recall lately ... with msn live search.. i did found a way to top ranked more than 20 keyword like "windows web hosting"
later i had to drop this method, because it doesnt drive me any quality visitors. log shows that its bad.
cant belief rank more than 20 + keyword, still get so so so bad amount of visitor. so i give up on msn search for sometimes alreayd.

If by this you mean you are ranked #20 on MSN, then of course. You won't get any significant traffic ranked #20 on Google, let alone MSN.

MSN likes inbound links just like the others do. Onpage SEO can also influence rankings in MSN, maybe more than the others.

Compared to Google and Yahoo, MSN is more heavily weighted towards on-page.
MSN does value links, however. And, it seems to like links from just about anywhere. It reminds me of Google from about four years ago...

Inbound text links are definatly a key factor with MSN, as well as your page title tag description tag, keywords and content!
