Do you mean they give the first stuff on the page higher rank? I disagree with this, h1 and other html tags do this... but it shouldn't cause you to change your navigation sturcture and worst case you can use css positioning to fix this.

Can you share any links where you are getting this info etc?

While it's better than having the same exact title repeated, it's not so good for helping the sub pages rank on terms specific to their (sub-)topic (ie. the stuff after THE ARTICLE TITLE).

A while back I remember reading some results posted on another forum from a test someone did indicating that Google only indexed/used something like the first 10 words of the title tag. Not sure if that is still valid, but I think it is best to get the most important keywords at the beginning of the title tag.
