No, you are not right.
Using an Ahrefs metric is also pointless to judge worth.
As LMD has stated link exchanging for serp manipulation will get your fingers burnt, and is so easily spotted. Google is a lot smarter than a few years ago.
Google cites this an example: Excessive link exchanges ("Link to me and I'll link to you") or partner pages exclusively for the sake of cross-linking.
