Shortterm websites could e.g. be more or less auto generated websites that are created for Adsense or perhaps affiliate income. Then, if it fails, move on.
Longterm pages are websites that gradually expand with new articles etc.

Hmm.....how long does this sandbox thing last?
If you rank for other less competitve terms, but don't rank for the competitive ones, doesn't it really mean that more optimization is needed?

Well, if you rank high in all other search engines except Google for your keywords, your site is optimized and there is a high chance that your site is either banned, sandboxed or gone in supplemental in Google or not having enough relevant backlinks with anchor texts.

Well it would depend upon how old your domain is suppose that you just started 3 months ago and you have built lots of quality relevant links but still you dont rank high then you are sandboxed but if you are more than 1 year old but still dont rank high then you need more links.

One thing which can extend the Sandbox period is just adding links too quickly in a short period of time.

Yes so the best thing would be to keep building links at an average pace and just let some time pass.

I have a domain that was registered a long time ago but it was directed to my ebay store. When I am ready to launch my own site...will it still be subjected to the sandbox?

Well if it was indexed in Google a lot before then it won't but it wasn't then it would surely.

Hmm, I'm about to start a new site. Submitting before you have any content will count the sandbox time as this article mentions? I was thinking of having a bunch of backlinks set up first. http://search.sys-con.com/read/116195.htm

Sandbox is a set of filters for competitive phrases.
If you don't build links, you won't get traffic. Period.
However, I don't know why you want to find 'shortcut's out of the filter, when Google specifically says that cheating the system will get you punished. If anything, do everything for your visitors. Forget about the search engines for 6 months - build your site for your customers.
Then again, writing quality content to get links is the way to go, IMHO.
