Yes, It is Still Considered Copy Content. Always remember you have to write the content on your own words. The Article Should not contain any Grammatical Mistakes. Article Should be Unique. And You have to Add Latest Unique(Write In Your Own Words) and Relevant Content if it is any.

If your content contains exact sentences and phrases present in the original content of 800 words, then you should remove it. If you have written the page in your own words, then there shouldn't be any problem. You can use a tool like CopyScape to check for plagiarism.

It is ok to have some amount of duplicate content (10-15%). For example, if you use a quote or a saying in your post, naturally that quote will also be present on many other pages on the internet.

If you are copying paragraphs of text from other content, then you should link back to the original content and mention it in your page. For example, you can say something like "According to a study by HubSpot..." or "According to New York Times" and add a link to the original article. In this case you can use 1-2 paragraphs from the original content in your post.

Can you provide the link to Google's guidelines that supports this statement?

I have copied some articles and modified a little bit of content, they still have a good ranking. But I will not recommend doing that.

I agree with subzero525. Modifying contect sometimes takes more time than writing your own content. Even a unique article of 500 words is way better than a modified of 1000 words.
I suggest you use similar articles only as guides to write your own.
Quality over quantity. Everybody knows this nowadays my friend...

I completely disagree with these opinions. If you have an article of 300 words and change 5 sentences in it, it is no longer complete copy according to Google. And if someone thinks it is - take the top 10 news websites, pick a story they all share and see how similar the stories/news are. I have had a web store copied over with more than 10 000 products, a simple line added to each of them - "Free delivery for orders of more than 100Eur" and switch of words inside the contents made them completely unique.

Copied content is copied content. If the rightful owner of said content catches you they can issue a Cease and Desist Take Down Notice to you, your web hosting and Google. Think I'm full of BS? You might want to ask the SEO company that I chased from web hosting company to web hosting company sending notices.

Just check before you post about your plagiarized content on the site
