That's not exactly kosher. There are two titles. One is the page title - properly referred to as the "title element" and the other is the "title attribute", commonly referred to as the title tag.

The title element is of course the most important of on-page SEO.

Title tag seems to carry the most weight. Meta Description is important for making sure you have the desired description to go with the link to your site when you show up in a search. Google and Live/MSN pull the description from the meta description when it is there and has enough characters in it.

That said I don't worry to much about my title tags, other than that they are unique for each page in my site. I pay most attention to the anchor text of the links to my pages both internal and external (I have found that this is one of the best ways to rank well for my target phrases.)

Title tag.........generally use main keyword and variation of keyword in its makeup..... although some SE`s tend to favour on page content over other factors. Yahoo i think maybe wrong memory shutting down....sleep approaching.

Link tag? Never heard of it.

And inbound link anchor text is not a tag or even a part of on-site SEO. Anchor text of inbound links is indeed the most powerful element in SEO, but this discussion is about on-page SEO.
