how many characters are used for good URL with google and SEO perspective?

From SEO point of it's better to have a keyword based domain and URL should consist of keyword replaced with dashes. It ideal length is between 15-25 characters you can say.

False! The only time you would want to use a hyphen is when you don't want the SEs to potentially index a name incorrectly. Hyphens are recognized as separators so in the case of a questionable domain : expertsexchange.com (found this one explanation on search)

It could be indexed as "expert sex change", or worse, it could be viewed by potential prospects the same way.

There is no limit for URL but it is must that the URL should be short and sweet and make sure you are using your ideal keywords in it.

I think the best is to have it as short as possible, and still have like 2-3 keywords.
For example if my post title is this: 7 ways to optimize the performance of a WordPress site
I make the url something like this: example.com/wordpress-performance/
Or sometimes I use an alternative keyword in the url, like this: example.com/wordpress-speed/

I don't think so that there is any limit for the URL. But URL must be short and with target keywords.

Make your url with keywords used in your page/post headings. And using stopwords in url doesn't seems to be good seo practice. So as long as your url is friendly with the content on that url, it is good url. There is no limit on the length.

Google suggests to keep short urls because many times your customers starts visiting your particular pages just by typing urls. In that case if you put a big url, its not human friendly and becomes hard to remember affecting your seo.

What happens if the url is "amazon.only-for-indian-products". Many people will not remeber this and will always write amazon in google to search its url.
But in reality, for indian amazon, the url is amazon.in. Easy enough to remember and hence everyone follows the rule to keep their url simple.

NOTE:
1. The above example is just an example.
2. I always type amazon.in in my address bar to visit it, as I remember it easily.

You really should get a refund from whoever it is you paid to teach you SEO.

You don't need to have a keyword based domain - xyz .com can rank for any keywords just as easy as abc .com can. If you was a real SEO you would know dashes are ignored and there is no ideal length. What wrong with 10 characters or 40 for that matter ?

Use SEO-Friendly URLs!
Google has stated that the first 3-5 words in a URL are given more weight.
So make your URLs short and sweet.
And always include your target keyword in your URL.

I have read on moz someone wrote that "Matt Cutts from Google once recommended a maximum of 3-5 words." It means shorter the length of URL the higher click through rate.

Your alias indicates "SEO", but you have to copy and past your post from an article at backlinko.com??

BTW - that reference is almost 10 years old, so I'd be hard pressed to believe any "weighting" in the algo hasn't morphed into something different by today's standards.

BTW - you should not have just blatantly copied from the page, because if you had followed the link through to a page where the actual reference was made (by Matt Cutts) regarding weighting of any specific number of words in an URL, you would have found that it was conveyed that the longer the words in an URL, the weighting becomes less.

I don't get why you wannabe SEOs have to make stuff up?? No one in their right mind would ever pay you to do anything related to SEO.

This is not have any fixed character limit in url structure. But it is better to use in 35-40 character limit in url. Because this is good for visitor.

URL length not sure because google can index via breadcrumb method also. I think not much effect comes from this issue.

Do not worry about the length of URL, but make sure use targeted keywords only in URL.
