It based on your website index. If your site is regular updating one google may index as soon as. otherwise some time it will take month also, So there is no proper time, but, you can start doing Indexing things while using web audit tools and webmaster tools Fetching your website URLs you can follow to index.

You have to submit your website with HTTPS in Google & Bing Webmaster tools to index them regularly.

How long does it takes to re-index new https?

It depends on your website. Usually it takes with in 6 to 10 days to index a new site.Once it get indexed automatically it will be changed as https.

It depends on the number of traffic you are getting on your site. If you have good amount of traffic then its a possible your new site will index very soon in google database, but if the traffic is very low then it can take too much time.

No Matters. its completely depends on Website Worthy and Unique ness. If you Submit manually to Google it will automatically indexed with in a day. but it will take some time to appear in Top position.

Create new Sitemap and update it in the website and webmaster. Apart from this you can start promoting your website with https link.

most of the times there isnt really much to predict, i would say 2 weeks? google needs to crwal your site

and that takes approximately 2 weeks

Normally I would say 1 week, but since all damaging activities it takes up to 3 weeks in order to see significant changes.

Don't worry about it if you have done your redirects properly according to Google:
...an SEO, posted on Twitter that you will lose traffic when you do an HTTPS migration. Gary Illyes from Google responded "false"...

...Google has said this before, that with HTTPS migrations, you shouldn't see a negative result in your Google traffic. Just make sure to do it right and all at once...
