Unfortunately, I have been using more than one of the 13 outdated SEO tactics--I have been using a flat URL structure so I will be improving that to what was mentioned in the article--I will avoid using pages for every keyword variation and will utilize Rankbrain--I personally found the article "13 Oudated SEO tactics" informative and propose that all involved currently in SEO should read it.

Exact-Match Domain(EMD) still works. I can see lot more people using this technique to get the fast result. I am wondering how they can achieve the result if Google disapproves that tactic.

Read the webmaster guidelines for each of the search engines to learn what they want. Each is different.

Not so @moby.
Some directories can be a good tactic to use if they can send regular qualified traffic.
Keywords are necessary to use in one's page content - not in metadata.
Paid links can bring traffic. What do you think PPC is?

I have been crating websites since the year after the internet became publicly available, and down the years I have spent a lot of time on seo.
I can honestly say that when I forget about seo methods and concentrate on content, my sites have always ranked higher.
Good quality page content and a well written first sentence is really all you need. If it is well written, and if it is on a subject of interest to others, a site will be found and naturally linked to.
I think many people make the mistake of worrying more about SEO than they do in the quality of their content. If the content is rubbish, no amount of good SEO will be much good. If the content is brilliant, the lack of SEO will not hold it back. You only have to look at the non-sponsored entries in Google on almost any subject you would like to mention. The first listed sites are not often the best from a SEO point of view, but they are often the oldest site, and have the most content, on that particular subject.

Link building, if done correctly (besides facilitating qualified traffic) can add PageRank to specific target pages, if the IBLs are not nofollow links, and the source have accumulated good PageRank over time. However, the problem with this thought is that no one knows what a given page's PageRank is any more. Do you see the conundrum here?

Not true.
Link building, if done for SEO, can depend on so many factors, that doing so for Organic reasons, is a waste of time and efforts. You'd be better off spending more time locating links that can deliver direct traffic, not organic positioning.

Directory Submission - blind submission is passe, however some may be able to direct regular traffic, which is a good thing. finding them however, will be tough.
Paid Links - If they can deliver regular qualified traffic, it can be worth while. Think PPC.
Paid Forum signature Links - is probably the worst SEO tactic on the internet and followed by spammers who can't do anything else in life.
Look - I'm for anyone finding a living to eat and for shelter, but spamming up the internet is just sad.

Another one I would add to this list is link building with embeds. A couple years ago at the 2016 MozCon Rand Fishkin mentioned this as a scalable link building strategy, but warned that SEOs should be careful because Google had called this strategy out as manipulative.
It is obviously against their Webmaster Guidelines, but be warned that Google is actively penalizing sites with embeds. I have seen and been a part of fixing Manual Penalties for several large sites who had a lot of embeds and it is not a fun fix! I suppose website owners have to weigh out the cost benefit of doing a few of these, but as a scalable strategy I would really warn against it!

Sorry to say, but I don't think that you need to solely rely on Google for website promotion, nowadays you need to market yourself in Facebook well enough to get clients.
I think Seo would be replaced with SMO in recent years.

Some tactics do not help SEO but if they deliver traffic i would still use them. Classified ads are one if done right can help get good traffic and very targeted traffic if done right.
Good content and interaction with other sites that have something to offer your viewers helps.
You do need to have website design for mobile
